Basically yes. Remove the screw that holds the key blade in, prize the case apart (small flat head screwdriver in the bit where the key ring is), and replace the batteries. Both the phase 2 square Infra red and round Radio Frequency keys use TWO CR2016 cell batteries.
A former safrane owner I know once reckoned you only get 30 seconds to put get the new batteries in and key back together but I've never noticed a problem and it's pretty easy to resync them if you do have a problem.
RESYNC: Press and hold the internal door locking switch for about 15 seconds. The car will lock and then unlock and the immobiliser light on the dash starts flashing. Press the first key - the car locks will trigger, now press the second key and the locks will trigger again. Job done and the immobiliser stops flashing. If you don't have a second key, don't worry - the car will timeout and return to normal after a few seconds of silence.
If you find that your locks still don't work and you have brand new batteries in, try some more expensive batteries before shelling out cash at the dealers. I had this problem once - brand new batteries and the car refused to play ball despite the correct voltage. Put in more expensive batteries and all seemed ok again. It seems that despite a good voltage, cheaper batteries don't appear to supply enough stable current. Oddly however when the keys were tested with an RF meter and the local locksmiths with the cheap batteries in, the RF meter picked up a good strong signal.. no idea how that worked!
